Since the series is primarily about pirates and marines, there are a lot of different islands and seas. Being born on a certain island can drastically affect a character's life. For example, characters born in the East Blue are comparatively weaker than those born in the North Blue. Of course, people born somewhere in the New World are more knowledgeable and have a better understanding of how things work.
The list includes characters who are either believed to be from the New World or who Oda has explicitly revealed to be from the New World.
6 Inuarashi Nekomamushi

Inuarashi and Nekomamushi are the two former rulers of the Duchy of Mokomo. In the past, they sailed with Roger and Whitebeard, which gave them invaluable experience. As Minks, the two naturally have the ability to use electricity.
Both Inuarashi and Nekomamushi were strong enough to fight Jack, who was an all-star of the Beasts Pirates. Inurashi and Nekomamushi do not have Devil Fruits, but they can transform into Sulong. The Sulong forms strengthen their attack abilities and make them dangerous. If they could use Sulong at any time, it would have been a great advantage, which is why Oda had put a restriction in place. Therefore, the Minks can only transform during the full moon.
5 Kozuki Oden

Kozuki Oden was the Daimyo of Kuri and the next in line to become Shogun of Wano. However, Oden had no interest in ruling. He only wanted freedom and to sail the open waters. Oden traveled with the Whitebeard Pirates and the Roger Pirates.
During his adventures, Oden fought against many notable characters, which improved his skills. When Oden returned to Wano, he was able to easily wound Kaido. The latter would have died if Oden hadn't been distracted by a member of the Kurozumi clan. Since Oden met his end early, there's no telling how much stronger he would have become had he survived.
4 Ryuma
The Sword God

Ryuma was born in Wano many years before the current timeline. He was the greatest swordsman of his time and his skill was unparalleled. He was eventually given the title of Sword God, showing how superior he was to the competition of his time. Ryuma has many accomplishments to his name, the greatest of which was beheading a giant dragon.
Ryuma did not need multiple blows to defeat the monster. One clean cut was enough to decapitate the dragon. Ryuma was also known as the protector of Wano, as he defended the land from pirates, marines, and other outside forces. Because of this, he was considered a hero and his beloved Shusui was classified as a national treasure of Wano.
3 Shirahoshi

Shirahoshi is the daughter of King Neptune and Queen Otohime. The giant mermaid princess was born on Fishman Island, which lies on the threshold of the New World. Her gigantic size makes people think she is dangerous and threatening. However, she is the exact opposite. Shirahoshi is a kind person and she does not overuse her status and power.
While her size scares most people, it is her innate ability to control the Sea Kings that makes her truly fearsome. Shirahoshi is Poseidon, one of the Three Ancient Weapons, so she has the power to command the Sea Kings. She has not fully mastered this ability yet, but she will no doubt do so in the future. When she does, Shirahoshi will arguably be the most dangerous character in One Piece.
2 Blackbeard
Captain of the Blackbeard Pirates

Blackbeard was born on an unnamed winter island, probably somewhere in the New World. Whitebeard found him in a sad state and, feeling sorry for him, decided to take him on board. Blackbeard sailed with the Whitebeard Pirates until adulthood. He waited for the right moment to leave the crew, and it came when Thatch found the Yami Yami no Mi.
Blackbeard wanted the Devil Fruit more than anything, so he murdered Thatch and left. Blackbeard devoured the Yami Yami no Mi and obtained the Gura Gura no Mi in the Marineford arc. With the two powers at his disposal, Blackbeard rose to the rank of Yonko and was officially recognized as one of the strongest characters in the world.
1 Whitebeard
The strongest man in the world

Whitebeard was the captain of the Whitebeard Pirates. He founded the crew after the defeat of the Rocks Pirates in God Valley. Whitebeard was born on Sphinx Island, which is located somewhere in the New World. The people of Sphinx Island lived a terrible life, which is why Whitebeard was always prepared for any problem.
Whitebeard grew up to be one of the greatest pirates in world history. At one point, he ate the Gura Gura no Mi, a devil fruit that was said to be powerful enough to destroy the world. He gave audiences a glimpse of his power in the Marineford arc, where he nearly sank the Marine headquarters. Not only did he master his devil fruit, but he also wielded great control over Haki.
