The current information about Garling is very brief, but it gives insight into how strong he is and how important his contribution was to the rule of the Celestial Dragons. From the time of the God Valley Incident until recently in the manga, Garling was the supreme commander of the God Knights; the elite warriors of the World Nobles and those who act as police within their ranks. As leader, Garling is the only person with the authority to execute another Celestial Dragon.
Since Saturn's death at the hands of Imu following his failure on Egghead, Garling has been promoted to Elder, which has certainly increased his power from before. Furthermore, he is also most likely the father of Shanks, one of the Emperors of the Sea, as explained in One Piece: Red that Shanks is part of the Figarland family, along with their image in Garling's youth. For this reason, Garling is already in the top class One piece.

The perfect devil fruit for cooking
A powerful mythical Zoan-type devil fruit
To explain which devil fruit and which category would be perfect for Garling, one must first look at the rest of the Gorosei to see a trend. While it is never clearly confirmed that the 5 Elders are Devil Fruit users, their appearances on Egghead lend credence to the idea that their powers come from fearsome new Devil Fruit abilities somehow controlled by Imu, particularly those of the Mythical Zoan category.
The main reason for this is the fact that each of the five transformations shown was of a mythical animal from Japanese or other folklore, which, along with the patterns and band of fire surrounding them indicating an awakened state, shows that this the case is special types of mythical Zoan devil fruits. For this reason, one can assume that Garling will likely also have the power of a fruit from this category, which is most likely the mythical Zoan Inu Inu no Mi, Model: Fenrir.
The world is heading for turmoil. An unprecedented uprising threatens. Let us work together to improve the world, my elders!
There are many reasons why this may be the case. Firstly, the powers of the 5 Elders allow them to transform into powerful beasts from myths, all of which have negative connotations for them, particularly due to the fact that these transformations are considered evil or have a connection to the concept of death. In Norse mythology, Fenrir was the great wolf who killed the main deity Odin and triggered the world-ending events of Ragnarök, which fits into this trend.
Secondly, it also makes thematic sense when it comes to the Figarland family. In Norse mythology, Fenrir had two children named Sköll and Hati, who were responsible for the world's day and night cycle. Sköll chases the sun while Hati chases the moon, which can also be seen as an allegory for what Garling's sons might be representative of. In this case, Shanks would represent Skoll, who hunts the sun god Nika (Luffy) to bring light to the world, while Hati is represented by his recently revealed twin in Chapter 1134, who seeks to shroud the world in darkness by destroying the world Reign of the Celestial Dragons maintained.
Additionally, the biggest clue as to why this fruit would be perfect for Garling lies in its symbolism, as Oda is known for taking things from real life and using them in his story. While the remaining Elders are all named after planets in our solar system, Garling is a notable exception to this rule. However, with the use of the Fenrir Fruit, he could fit into this trend very well.
This is because Fenrir is the name of a moon of the planet Saturn. Since the name Saturn no longer has any further use due to the character's death, it fits perfectly with Garling stepping in as the warrior god of science and defense, since Fenrir has always orbited Saturn, symbolically showing that his devil fruit has given him the power to do so to become the newest member of the 5 elders.
