The basic requirement for admiralship is unwavering loyalty to the World Government and all its commands, of which Akainu is the perfect example. Although he was shown to have some resentment for the Gorosei when he became a fleet admiral, he still carried out all of his orders with deadly efficiency, no matter how heinous they seemed. The most striking example is his destruction of the ship containing the survivors of Ohara, as well as his unmatched skill and prowess against the Whitebeard Pirates during the Marineford War.

Ryokugyu is the newest admiral in the series. Although he was never a member of the Navy before becoming an admiral, his loyalty to the tyrannical and bigoted regime of the Celestial Dragons has solidified in him the belief that the evil people he serves are actual gods, something he even professed to be true to everyone in Wano said when he showed up. In fact, he had a small argument with Fujitora during the Reverie Arc when he believed the latter had let the villains escape punishment while trying to protect the innocent.

For these two characters, the loyalty to the Navy is a little more nuanced. While Kizaru will definitely remain on the World Government's side in the final war due to his actions against Egghead, there is a compelling reason for the other side of the debate. Although he ended up betraying and killing his best friend on the World Government's orders, he hated doing it and may even have been the one who gave Luffy the food so he could transform back into Gear 5. This shows that Kizaru might defect at some point.

Aokiji, on the other hand, is no longer an admiral, although many speculate that he is still secretly working for Sword as a double agent with the Blackbeard Pirates. Aokiji finds himself in the most confusing situation of all the admirals, as nothing is yet confirmed about his true loyalty, although there is much speculation about it. Fans believe that he is merely an informant against Blackbeard's crew and will likely defect to Sword at the end of the series and eventually fight on the Straw Hats' side in the Final War.

Like Ryokugyu, Fujitora has only recently risen to the rank of Admiral and was not a member of the Navy before taking office. Through his actions in the Dressrosa and Reverie storylines, Fujitora has endeared himself to fans and the Straw Hat crew alike, proving that he perhaps has the most humanity of anyone in the World Government. The values he places on justice are synonymous with his need to care for innocent lives, as one cannot exist without the other.
Not being able to see is a blessing. The human world is full of dirty things that are not worth seeing.
Since Dressrosa, fans of the series have felt that Fujitora will most likely switch sides in the Final Saga. The main reasons for this are his already strong sense of justice, the need to protect civilians, and the disagreements he has with the World Government's methods. When confronted with the true nature and crimes of the organization, Fujitora will likely not be able to bear supporting them, potentially leading to him defecting to the Straw Hats' side.
