The government knows this and therefore used the holy knight Gunko and Shamrock to convince Loki to join the Celestial Dragons by force. There's also the possibility that Loki will side with Luffy. Luffy's charisma and longstanding friendships with powerful figures suggest that he could gain Loki's support, especially if Loki has a grudge against the World Government. So if Loki or the Giants of Elbaf choose to oppose the World Government, it would confirm that Elbaf is no longer neutral and is actively opposing the Celestial Dragons. This is most likely one of the reasons why the government wants to take the drastic step of recruiting Loki before the giants can fully ally themselves with the forces of the Rebellion.
