A piece has no shortage of powerful characters. Most of them are equipped with dangerous devil fruits that give them an advantage over their opponents. Some of them even master the use of Haki and have successfully integrated it into their devil fruit attacks.
Some strong A piece Characters have failed to win a major battle in their lives. In some cases, it was because they were up against much stronger opponents. In other cases, they were simply unlucky and their battles were interrupted. Whatever the reason, these characters just couldn't get going.

7 Charlotte Smoothie

Charlotte Smoothie is the daughter of Big Mom. She is one of the Sweet Commanders, meaning she is one of the best fighters in the crew. Smoothie possesses Shibo Shibo no Mi, a Paramecia-type Devil Fruit that allows her to suck moisture from a person's body. Simply put, she can suck the life out of them like squeezing juice from a fruit.
The ability is not limited to humans. She can also use it on animals and inanimate objects. Despite having such a powerful ability, Smoothie was unable to make much of an impact in the Whole Cake Island arc. This was repeated in the Wano Country arc, where she was unable to help her crewmates.
6 Jack

Jack is a member of the Beasts Pirates All-Stars, making him one of Kaido's strongest subordinates. Jack was the first pirate to be revealed to have a bounty of 1 billion berries, which was a big deal back then. He possesses the power of the Zou Zou no Mi, Model: Mammoth, which allows him to transform into the prehistoric creature.
The Devil Fruit gave him tremendous physical strength, allowing him to fight the likes of Inuarashi and Nekomamushi nonstop. However, Jack was unable to win a major 1v1 in the series. He even reached a dead end against the rulers of the Minks and ultimately lost. To avoid this, he brought out Caesar's poison gas and crippled the Minks.

Marco was the commander of the first division of the Whitebeard Pirates. He traveled with the crew as a child. Over time, he grew stronger and earned the respect of his crewmates. Marco possesses the Tori Tori no Mi, Model: Phoenix, a mythical Zoan-type devil fruit that gives him the ability to transform into a phoenix.
With this power, he can fly and recover from all kinds of injuries. Marco is also skilled in the use of Haki, which he has proven many times. Unfortunately, Marco has to fight against characters that are much stronger than him. Since the story already begins in the Final Saga, Marco will not have much that can spoil his success.
4 Jesus Burgess

Jesus Burgess is the Titanic captain of the first ship of the Blackbeard Pirates. Not many people know, but he is also Blackbeard's right-hand man. Burgess is a stocky man, so he is intimidating to his opponents. Initially, Burgess did not have a devil fruit, but he got one after the Dressrosa arc.
Burgess possesses Riki Riki no Mi, a Paramecia-type devil fruit that significantly increases his strength. Burgess can lift an entire mountain with his bare hands and hurl it at his enemies. Despite his insane physical abilities, Burgess has yet to win a fight in One Piece.
3 Gecko Moria

Gecko Moria is one of the few characters to have led two different pirate crews. Many years before the current timeline, he led the Gecko Pirates. But after they were defeated by Kaido, Moria was forced to form a new crew. His second crew became known as the Thriller Bark Pirates.
Gecko Moria possesses the Kage Kage no Mi, which allows him to control shadows. Even with a devil fruit, Gecko Moria could not win a major battle.
2 Koby

Koby is a Marine captain who has gained a lot of fame in a short period of time. Garp even believes that Koby is the future of the Marines. This is of course a great endorsement, especially when it comes from a living legend like Garp. Koby has improved a lot since his debut. His physical attributes have become much better. He has also learned to use armament and Observation Haki.
However, he has not been able to win a single major battle in the series. Koby has suffered humiliating defeats against Luffy and Boa Hancock. But Koby doesn't let the defeats affect him too much, as he still believes he can defeat Luffy.

Smoker debuted in Loguetown as a Marine Captain, but managed to quickly climb the corporate ladder and secure the position of Vice Admiral. Smoker is a recurring character who has been involved in countless confrontations with Luffy. It would not be an exaggeration to say that he has made it his goal to capture Luffy.
Smoker possesses the Moku Moku no Mi, a Logia-type Devil Fruit that grants him the power to create and control smoke at will. While it is far from the best Logia-type Devil Fruit, Smoker has learned to use the power efficiently. In addition, Smoker can use two types of Haki. Despite all of his powers, Smoker has not won a major fight in One Piece. His screen time has also decreased, so no one knows when fans will see him again.
