The One Piece card game has consistently held its own in the rankings of the most valuable card games since its inception and the initial release of OP-01 Romance Dawn. Cards were hard to come by at first, and with tons of cards coming out and becoming staples in the beginning, new players had a hard time getting the pieces together for their favorite Pirate decks.

Otama
One of the most important red cards
Otama has consistently been found in almost every red deck since the One Piece card game's inception. Even though it's a Land Of Wano card, it's incredibly general as a 2,000 power counter or a small power reducer.
Red has had other ways to reduce characters' power, and some even within other archetypes that can be searched, but Otama remains a top choice when deciding which 2,000 power counters to add. Otama hasn't had a true reprint outside of regional placement promos, so this card is a welcome choice in Premium Booster.

Charlotte Katakuri
The gatekeeper
This card has been the gatekeeper of most yellow decks for a hot minute. Charlotte Katakuri's removal effect was one of the best in the game. Unfortunately, the card was a Secret Rare and hovered around the $100 price point for quite a while. This emphasis was well deserved.
While Katakuri may be past its long and dominant prime, the card is still generic enough that a single good wave of yellow support can bring it back into the spotlight.

Gum Gum Red Roc
The best distance in the game
Red Roc isn't prepared for a reprint, but with the recent resurgence of OP-01 Doflamingo, Red-Roc can become an expensive card despite being just a rarity.

Red Roc quickly became one of the best distance games when it was first released. There wasn't much to do against those big and menacing 10-drop bodies like Charlotte Linlin. While most of these cards have game-changing effects as soon as they are dropped, Red Roc was a great way out if you managed to survive a turn.

Eustass “Captain” Kid
Still a threat after all these sets
Eustass Kid was one of the biggest problems during the OP-01 meta. A pseudo-blocker that is incredibly difficult to break through was a hurdle that most decks had to overcome. Not only does the character have quite a bit of power, making it difficult to attack, but Eustass Kid can also cast a character for free, giving you another blocker to protect him.
In later sets, players even discovered the combination of Eustass Kid and Donquixote Rocinante, which allows you to protect your Supernova from both removal effects and combat.

Sanji's pilaf
I activate Pot Of Greed!
There's a reason Pot Of Greed in modern Yu-Gi-Oh! is forbidden. Drawing two cards is just too powerful. Sanji's Pilaf is the version of the smiling, decorated vase from One Piece Card Game. You may be wondering why pilaf is not banned? One Piece Card Game is NOT!! The system increases the inherent cost of playing cards, making Sanji's Pilaf slightly more balanced.
Not every blue deck will try to grab a Pilaf or two, but the card is extremely powerful as two more cards in your hand can determine whether you survive another round or not.

Izo
Green players fight for scraps in the 2,000-counter division
Most 2,000 brands offer versatility that will leave you deciding whether to throw them away as a brand or pay the cost to play. Green doesn't have this luxury. Their counters are usually just that: fodder for the defense.

Izo is usually the exception to the rule. Izo is one of the most flexible cards that can be used in almost any green deck. There have been many reprints of the card, but they are always included in some sort of regional promo or special premium Bandai folder, making them difficult to obtain.

Radical Ray!!
The gold standard for counter events
Despite its short time on the banned and banned list, Radical Beam!! remained at one copy in most decks that could play red event cards. In a time when the most powerful decks were four-life decks, Radical Beam!! was an incredible counter-event for a cheap DON!! Engagement.
The card is now off the list and can be played in multiple copies, but even at maximum ratio it hasn't been seen in a while. The card is still great for red decks and is the gold standard for cheap counter events.

Kuzan
Draw one and reduce costs
Drawing power is one of the most important things in card games. With Kuzan, you offset the usual cost of discarding to take advantage of Black's powerful removal effects. This card remained one of the most expensive pieces, as it is an extremely generic black card that can also reduce the cost of other characters by simply removing it.
This was the only reprint of Kuzan in the One Piece card game to date. There was another Imprint of the Admiral, but it was only awarded for top placing in an off-season regional tournament.

Gecko Moria
Train with infinite value
Another newer card on the list, this remake of Gecko Moria was bittersweet for many players. The people on the receiving end of Gecko Moria have been clamoring for this card to be added to the Limited and Restricted lists because its effect made it a nightmare to play against most black decks. As soon as Bandai announced that this card would be available as a premium booster, all hope of a ban was lost.
While the reprint wasn't urgent, it made black decks far more accessible to the public, with most of them containing four copies of Thriller Bark Warlord.

Tsuru
Marine based 2,000 counter
Just like Otama and Izo, Tsuru is one of the best 2,000 power counters for black decks in the game. Unlike the others, Tsuru received some reprints, but mostly in premium Bandai folders and Championship Alternative Arts.
With a simple effect that reduces one of your opponent's characters by two, Tsuru was featured in almost every black deck with room for an additional 2,000 counters. Not only is the card extremely flexible, but combinations with Rebecca or even Gecko Moria can turn this trash card into infinite value.
