Megumi Ishitani said that in the summer of 2024 she came up with the idea for the One Piece fan letter. She made a project for the 25th anniversary of the One -Piece anime. After a while, she decided to make the idea that she would create a special to commemorate the anniversary. However, she was not sure how she would make it.
