The only clue Arc has for the brothers is that the binoculars were lost on Raynforst Island. The first time you visit the island again, you can also take the time to collect all of the Sprite Onions on the island. To find the binoculars, you'll have to ask around from the locals. The right person to ask is in town second section of the island directly in front of the two groups of flowers.

Go to the Left group of flowers and cross them and continue up the hill until you reach the next pair of locals who talk about the Invizilizard and note that it looks like it's guarding something. Before approaching, make sure your HP and BP are restored, as you will have to fight five level 8 Invizilizards as you approach.
