Without marines, pirates would be the dominant force in A piece. The people who serve the organization go to great lengths to prevent pirates from wreaking havoc around the world. Obviously, some Marines are more dedicated to the cause and put more effort into their work.
Unfortunately, their actions are not always recognized. Superiors can be biased and easily ignore a soldier's accomplishments if they want to. With that in mind, here are some Marines who should receive a promotion for their actions.
7 Kujaku
Current rank: Rear Admiral
Kujaku is the granddaughter of Tsuru, a legendary marine. Kujaku is fearless and rarely fazed by challenges. She is confident in her abilities and is therefore not afraid to take on risky missions.
Kujaku possesses the Muchi Muchi no Mi, a Paramecia-type devil fruit. The power is tied to her whip. Once a person is hit by an attack, they inevitably become submissive to Kujaku and follow her every command. This ability is not limited to living beings; even inanimate things like buildings can be turned into obedient slaves. Kujaku was instrumental in saving Koby in Hachinosu, so she has proven that she deserves a promotion.
6 Prince Grus
Current rank: Rear Admiral
Prince Grus is a member of the newer generation of Marines. He is one of the few young Marines who have proven that they can handle difficult situations. Grus was first introduced in a cover story involving Bege's family, but his actual debut was in the Egghead arc.
Prince Grus is a talented fighter, as evidenced by his performance in Hachinosu where he helped Garp save Koby. Grus used his Gunyo Gunyo no Mi to create clay golems to attack and distract the pirates on Hachinosu. While Grus is immensely talented, he may need to work a little harder to become a Vice Admiral.
5 Bogard
Current Rank: Unknown
Bogard is Monkey D. Garp's right-hand man. He has been part of the organization for decades and there is no doubt that he is loyal to the Marines. Bogard has not been involved in too many fights, but he has plenty of experience. He knows his limits and does not attack recklessly and without thinking.
Bogard's rank is unclear, so it is assumed that he is at least an ensign. If that is the case, Bogard certainly deserves to be a rear admiral or at least a commodore. With the story quickly drawing to a close, it won't be long before fans learn Bogard's true strength and rank.
4 Rosinante
Last known rank: Commander
Donquixote Rosinante was the son of Homing. Unlike his brother, Rocinante was kind and caring. He was aware that Doflamingo was going down a path of destruction, so he decided to stop him by going undercover. Rocinante joined the Marines and returned to Doflamingo to monitor his activities.
Rocinante was excellent at his job and his Devil Fruit played a crucial role in deceiving his brother and the rest of the crew. Rocinante's Nagi Nagi no Mi neutralized the ambient noise, making it perfect for his ruse. Rocinante learned all the important details about Doflamingo and Doflamingo would never have found out if it weren't for Vergo. At the time of his death, Rocinante was only a commander. A man of his caliber should have been at least a captain.
3 X-Drake
Current rank: Rear Admiral
X-Drake is the captain of SWORD, a top secret organization within the Marines. For years he remained undercover, making everyone believe he was a supernova who wanted to become a great pirate. X-Drake successfully infiltrated the Beasts Pirates to learn more about the Yonko's plans and inform his SWORD comrades.
X-Drake possesses the Ryu Ryu no Mi, Model: Allosaurus. It is an ancient Zoan-type devil fruit that allows him to transform into an Allosaurus. It increases his physical attributes considerably, allowing him to fight against stronger enemies without any problems. X-Drake is currently a Rear Admiral, but a promotion is certainly on the horizon.
2 Koby
Current Rank: Captain
When he appeared, no one would have predicted that Koby would become one of One Piece's most underrated characters. He joined the Marines after Luffy rescued him from the clutches of Alvida. Garp then took Koby under his wing and trained him to become stronger. The training was a complete success and Koby improved physically and mentally.
Koby was involved in the Rocky Port Incident, which earned him the nickname “The Hero”. Koby was also involved in the massive battle on Hachinosu, where he managed to destroy Pizarro's giant arm with a single attack. Aside from these heroic deeds, Koby also received the support of Garp, who called him the future of the Marines. Considering all these things, Koby deserves at least the title of Vice Admiral.
1 Smokers
Current rank: Vice Admiral
Smoker is one of the few recurring characters in A piece who are not connected to the Straw Hat Pirates. Smoker made his debut in the Loguetown arc, where he defeated Luffy and almost captured him as well. However, Dragon saved his son and foiled Smoker's plans. Smoker did not give up and followed the Straw Hats into the Grand Line.
Despite his limited screen presence, Smoker is still a fan favorite and they have high hopes for him. One of the main reasons why Smoker deserves a promotion is because he is one of the few Marines who has the people's welfare at heart. He is against the manipulation of news, which is very popular in the current Marine hierarchy. For now, Smoker will remain a Vice Admiral, but he will likely be the one to lead the Marines.
