He must reach his potential in both aspects and become incredibly powerful. There is also a chance that he will unlock Conqueror's Haki in the future. After all, Koby is Garp's student and if Garp had this power, it would be possible that Oda would pass it on to Koby as well.
It's also possible that Koby ends up eating a devil fruit, as all the admirals seen in the story so far have had devil fruit powers.
