The first mention of Louis Arnot came in the Little Garden arc, where the Straw Hats encountered the first giants they would see on the entire Grand Line. Here he was mentioned as a famous adventurer who wrote the book Brag Men, famous for its mention of the Little Garden and the detailed description of the giants it contained. In fact, it was Louis Arnot who gave the famous island of Little Garden its name.
However, the book Brag Men is considered a fantasy story, so most people do not consider the existence of Little Garden or the existence of the giants to be real. Furthermore, it was revealed in Chapter 1132 that Louis Arnot also visited Elbaf and presumably learned a lot about it. The only thing that could be recognized of him is the hat and clothes he wears, which are synonymous with Wano, as well as the fact that he seems to know Crocus as a friend.
There is no evidence that Louis Arnot is even still alive considering how old the Brag Men story is. Firstly, Shiki is confirmed to be alive after fighting Garp and Sengoku at Marineford, as he was subsequently imprisoned at Impel Down.
Even in Impel Down, Shiki managed to escape the heavily guarded prison due to his devil fruit powers, and his whereabouts are currently unknown. The main reason why he is considered the silhouette/figure of Crocus is because his clothing and color pattern match each other perfectly, as well as the long golden hair that the figure is shown to have. Even though Roger and Shiki were rivals, it makes sense for him to sit with Crocus as he would still know the old man and could have a good relationship with him now that they are no longer enemies. Furthermore, it makes sense that it is Shiki since he can fly from one place to another in a short period of time thanks to his devil fruit.
Another likely option that many believe could be the silhouette's identity is Scopper Gaban. Scopper is a legendary pirate who served as third in command of the Roger Pirates and was one of the most formidable fighters of his time. His role in the Roger Pirates obviously makes him old friends of Crocus, so it makes even more sense for the two to meet and drink together than if it were Shiki.
Although Gaban and the title story character have different hair colors, the style is remarkably similar. However, the main reason why some believe it is Scopper is because he has not been shown in modern times, which must happen before the story ends since Crocus was at the beginning of the Grand Line and was Rayleigh in the middle. This shows that it is entirely plausible that Gaban ends up being on one of the last islands. However, this is still more unlikely and hopeful fan speculation than anything else.
