The Cipher Pol is a massive organization that is made up of multiple smaller ones. There are a total of ten Cipher Pols in One Piece; eight official and two unofficial ones. The eight official Cipher Pols start from one, and go all the way to eight. The two unofficial Cipher Pols are CP0 and CP9, and the existence of the latter is completely hidden from the rest of the world.



Cipher Pols are given tasks based on their ranks, with the higher numbers getting more important ones, but CP0 is an exception as they directly operate under the command of the Celestial Dragons. CP0 consists of the best agents of the World Government as they usually carry out the most covert operations in One Piece. CP0 has many members, but not all have the same power level.

The Egghead arc was extremely solid, but it was also chaotic. It was easy to forget key details because everything was happening so quickly.


The Egghead arc featured many notable names from the biggest organizations in One Piece. It was a battleground for pirates, Marines, the Celestial Dragons, and the Cipher Pol. The latter were at the forefront for the first half of the arc. The actions of these CP0 members set the tone for the arc. Now that the Egghead arc has wrapped, it makes sense to revisit the current whereabouts of all the CP0 members.


13 Spandam

Spandam is one of the most hated characters in the series. He was appointed the leader of CP9 and tasked by the World Government to recover the blueprints of Pluton. Like his father, Spandam also had the habit of bullying those who were in worse positions.


Spandam did not have any fighting ability at all. In fact, he just loved barking orders at his underlings. Spandam’s failure to retrieve the blueprints resulted in his role being changed. He was assigned to CP0, but only as a low-ranking officer.

Current Whereabouts: ​​​After falling from grace, ​​​​Spandam hardly appears in the story. He was last seen in Marijoa, where he was going around inquiring whether anyone caught a glimpse of Sabo, who was a wanted man.

12 Kalifa

Kalifa belongs to a long line of assassins, so it was obvious that she would end up joining one of the prestigious Cipher Pols at some point. Kalifa was the only female member of CP9, but she was just as skilled at infiltration as the rest.


Kalifa fought Nami in Enies Lobby, and she made it extremely difficult for the Straw Hat to get the upper hand. Kalifa’s Awa Awa no Mi creates soap and bubbles that can wipe off power from her opponent. However, Nami managed to figure out her weakness and get the better of her. After the timeskip, Kalifa also joined CP0, but only as a maskless assassin.

Current Whereabouts: Kalifa was present in Marijoa at the time of the Reverie, and she was one of the many CP0 agents keeping an eye on Vivi. Despite her loss in Enies Lobby, Kalifa’s persona has hardly changed and she is cold and calculating.

11 Fukurou

With a Doriki of 800, Fukurujou was among the weaker CP9 members. Unlike his fellow assassins, Fukurou didn’t seem malicious, and he appeared friendly because of his habit of talking a lot. Fukurou would often reveal sensitive details about his missions and his comrades to other people. This made him a liability, but it was overlooked because of his combat skills.

Fukurou has a special ability that allows him to measure the Doriki of his teammates. He is adept at using Soru, with which he can blitz his opponents. Fukurou doesn’t have any Devil Fruit abilities, but his strength is still impressive. He has enough power to damage someone like Franky, who has enhanced his body. Following their loss in Enies Lobby, Fukurou and the rest of his allies were promoted to CP0. However, he is only a maskless assassin.


Current Whereabouts: Fukurou’s promotion meant that he would continue to receive important missions. During the Reverie, Fukurou and some other CP0 agents were tasked with capturing Nefertari Vivi, the princess of Alabasta. Given their skill, it didn’t take them too long to find and imprison Vivi.

10 Kumadori

Kumadori is an eccentric individual in the service of the World Government. He began training to become an assassin at a young age, probably because his mother was an assassin too. When he was working for CP9, he had a Doriki of 810, but it’s safe to say that it has gone up. Otherwise, it wouldn’t make sense for the World Government to promote him to CP0.


Kumadori is able to use Seimei Kikan, a unique ability that allows him to manipulate his bodily functions. In fights, Kumadori mainly uses his hair to immobilize his opponents. He can also shape them into fists and beat up his target. In addition to Seimei Kikan, Kumadori can also use all six Rokushiki techniques. Due to an immense amount of training, Kumadori’s strength and speed are highly impressive.

Current Whereabouts: Kumadori first big mission since his defeat in Enies Lobby was to kidnap Nefertari Lily. After Cobra was murdered by the Five Elders, the group knew that Vivi would cause problems for them. So, they wanted to make it seem that Vivi had disappeared, after which they were free to do what they wanted. Kumadori and his allies were successful in capturing Vivi, but she was rescued by Wapol.


9 Blueno

Tekkai Makes Him Resilient To Most Attacks

Blueno was an undercover CP9 agent who was working under Spandam. He had taken up a job in Water 7 to gain information that would enable CP9 to achieve its mission. After their defeat at Enies Lobby, Blueno and the rest of the members were kicked out, only to be reinstated as members of CP0.

Blueno possesses the Doa Doa no Mi, a paramecia-type devil fruit that allows him to create doors anywhere. This ability only makes him suitable for infiltration. As a CP0 member without a mask, Blueno is considered weak and incapable of winning against strong opponents.


Current Whereabouts: Blueno’s promotion to the CP0 might have raised some eyebrows, but it seems that the World Government is trusting of him. So far, he had only been given one mission and that was to capture Vivi. While he and his friends were successful, they couldn’t hold on to Vivi for long.

8 Jabra

Jabra is a former CP9 member who acted as one of the main antagonists of the Enies Lobby arc. He was the third-strongest member of the group, and he fought Sanji in the arc. Jabra possesses the Inu Inu no Mi, Model: Wolf, which is a Zoan-type Devil Fruit. With its power, Jabra is able to turn completely into a wolf and a wolf-human hybrid. However, it is unclear whether he has awakened his Zoan-type Devil Fruit or not.


Jabra’s physical abilities are far above those of a regular Marine, and it is fair to assume that they have only improved since the timeskip. Currently, Jabra works for CP0, albeit as a maskless assassin. It is important to keep in mind that he and Kaku were only separated by a Doriki of 20.

Current Whereabouts: Despite his potential as a fighter, Jabra was only given a lower ranking role in CP0. Given his failure to keep Vivi imprisoned, it is likely that his standing will improve.

7 Joseph

Joseph is an elite CP0 agent who was first introduced in the Dressrosa arc. He was accompanied by other CP0 agents and ordered to notify the people of Dressrosa that Doflamingo’s resignation was untrue.

Joseph was also among the group of CP0 agents that traveled to Wano. However, he did not get involved in any fight; instead, he focused on relaying orders to his companions. Toward the end of the arc, Joseph was the only CP0 member confirmed to have survived.

Current Whereabouts: Joseph was last seen escaping from Onigashima and rendezvousing with the World Government fleet stationed outside Wano. From there, Joseph called the Five Elders and told them about Nika’s return. He wanted to return to Wano, but was ordered to stay in position by Ryokugyu. Before he could unite with the Admiral, Ryokugyu had to face the Big Mom Pirates.

6 Maha

Maha was a masked CP0 assassin who made his debut in the Wano Country arc. He came to Wano alongside two other agents as they tried to strike a deal with Orochi.

During the raid on Onigashima, Maha fought against Izou, a former Whitebeard Division Commander. The fight lasted for a while, and it ended with both of them knocking each other out. Later on, it was revealed that Izou had died, but Maha’s current status remains unknown.

Current Whereabouts: Maha’s present location is still a mystery, but given his intense fight with Izou, it is possible that he was also mortally wounded. So, he might have died as well.

5 Gismonda

Gismonda has hardly been involved in the story. His biggest contribution came in the Dressrosa arc, when he tried to maintain tranquility among the people. He wears a red mask that has an angry face drawn on it.

Gismonda’s abilities remain unknown, as he has yet to be involved in a serious fight. He had a brief tussle with Mad Treasure in Heart of Gold, but it was a filler episode. However, given that the story has entered the final saga, viewers will see him in action soon.

Current Whereabouts: Gismonda was present in Marijoa during the Reverie. Once the event concluded, he was given the mission to find Nerfertari Lily and Sabo as the World Government wanted to capture both of them immediately.


4 Guernica

Guernica was one of the most reputed CP0 agents. On several occasions, the Five Elders showed faith in his abilities and entrusted him with important missions. Guernica played an important role in the Wano Country arc as he took on the responsibility of eliminating Luffy.

Guernica fought against Drake, and he managed to come out on top. The CP0 agent also distracted Luffy while he was fighting Kaido, which allowed the Yonko to land a critical hit on his opponent. After the incident, Guernica was confronted by Kaido, who wasted no time in striking him down. His current status remains unknown.

Current Whereabouts: It was confirmed that Guernica died due to Kaido’s attack. However, he managed to snag a picture of Luffy’s Gear 5th before succumbing to his injuries.


3 Stussy

So far, Stussy is the only member of CP0 who seems to dabble with the affairs of the Underworld. Her connections have helped her get information about various items and even procure useful things.

Stussy is also a masked assassin, which puts her above the likes of Kalifa and Blueno. She is able to use Busoshoku and Kenboshoku Haki, but her proficiency with either remains to be seen. She can also use all of the Rokushiki techniques.

Current Whereabouts: Stussy was responsible for feeding Kaku in Egghead Island. Without her kindness, the CP0 agent would have certainly died. After helping him, Stussy likely left the island.


2 Kaku

Originally a member of CP9, Kaku was considered to be the second-strongest member within the organization after Lucci. Kaku is a talented swordsman, and he uses Rokushiki techniques to pierce the defenses of his opponents.

In the Enies Lobby arc, Kaku ate the Zushi Zushi no Mi, a zoan type devil fruit that allows him to transform into a giraffe. On its own, the devil fruit is useless, but Kaku found a way to use it to improve his attacks. Kaku’s strength proved to be a big problem for Zoro, who had to rely on Asura Ichibugin to defeat the assassin.


Current Whereabouts: Kaku narrowly survived the Egghead Incident. Upon being freed by Stussy, he returned to his ship, where he met the other agents.

1 Rob Lucci

Rob Lucci used to be a member of CP9, but after suffering defeat at the hands of Luffy, he was kicked out of the organization. It took time for Lucci to get back on his feet, but eventually he recovered and joined the CP0. He is a masked agent, which means that he is one of the stronger members of the organization.


Rob Lucci is able to use all Rokushiki techniques, which he combines with his devil fruit to further enhance its attacking power. Lucci’s Neko Neko no Mi, Model: Leopard grants him extra stamina and endurance, making him a nuisance to fight against.

Current Whereabouts: Rob Lucci was heavily involved in the Egghead arc. Towards the end, Lucci went back to his ship, where he told the other Cipher Pol agents that he killed Stussy. However, the veracity of this cannot be verified.
